Smith Lake Recreation Area - Fort Bragg leaders unveiled beach upgrades, new Americans with Disabilities Act-compliant sidewalks and the new Smith Lake Outdoor Recreation Center at a ribbon-cutting ceremony Wednesday.

"Smith Lake is back and able to provide families and Soldiers with a quality of life that we haven't had in five years," said Fort Bragg Garrison Commander Col. Scott Pence.

Pence relayed the history of the Smith Lake Outdoor Recreation Area, saying it was established in the 1960s for special duty military personnel and has since expanded over 800 acres of forested land.

Pence said there are improved boat docks, change room improvements, an improved snack bar, pavilion, bumper boats, paddle boats, kayaks and a new floating iceberg that can be climbed in the swimming area.

The giant swan and duck bumper boats have been in storage for 10 years, and now a floating walkway separates the bumper boat area from the swimming area, said James Day, chief of the outdoor recreation branch of Fort Bragg's Directorate of Morale, Welfare and Recreation.

"It's exciting to see kids on the water enjoying their families and swimming together in their kayaks and boats," Day said Thursday.

Day said Ski Rixon, which uses cables to pull skiers across the water instead of boats, hopes to open in July or August.

A cement-paved ramp begins at the upper concession area and the new outdoor recreation center and continues with several turns to the beach access area.

"This has been something that the Fort Bragg family has been asking for for some time because even though we have the beach, people in wheelchairs or with mobility issues can't go down to it," Pence said.

Day said the ADA-compliant projects, which include installing crosswalks, rails, improving locker rooms and showers and putting a mat on the beach sand, cost about $750,000.

The Smith Lake Outdoor Recreation Center is a $4 million project, said former MWR director Ray Lacey, who said the funds came from unused funds, including profits from the Fort Bragg golf course, bowling alley and other amenities on post.

The new center is located at Building 5144 Lakeside, off Smith Lake Road between MacArthur and Honeycutt Roads.

Pence said the facility could be used for social gatherings, conferences and educational opportunities, with two breakout rooms, three large conference rooms and a small heated kitchen for dining occasions.

He said the new building and renovations are in line with the Army's "people first" strategy and quality of life.

"This is where the military puts their money where their mouth is and supports families and soldiers," he said. "Every day a person spends outside close to nature is good for their mental health."

It will open this Memorial Day weekend to include theme days with the 82nd Airborne Division's rock band playing at various times on Saturday, when water slides and inflatables will be available.

He said civilians entering the area must be accompanied by someone with a Defense Department card.

"The great thing about Smith Lake that isn't common at many other military bases is the proximity to the military," he said.
